Agricultural Produce Market Committee (APMC)/ Mandi is a statutory market committee constituted by a State Government in respect of trade in certain notified agricultural or horticultural or livestock products, under the Agricultural Produce Market Committee Act issued by that state government.
The APMC system was introduced to prevent distress sale by farmers to their creditors, to protect farmers from the exploitation of intermediaries and traders and to ensure better prices and timely payment for their produce through the auctions in the APMC area.
APMCs operate on two principles:
1. Ensure that farmers are not exploited by intermediaries (or money lenders) who compel farmers to sell their produce at the farm gate for an extremely low price.
2. All food produce should first be brought to a market yard and then sold through auction.
Currently there are 585 markets that are linked to the e-NAM network from 16 states and 2 UT's.
States (State Agriculture Marketing Boards) interested to integrate their mandis with NAM are required to carry out following reforms in their APMC Act.
a) Specific provision for electronic trading
b) Single Unified license valid for trading in all mandis of the State
c) Single point levy of transaction fee
Succesful implementation of eNAM depends on effectively implementing activities that align to the objectives of the project such as,
a) Digitizing entire operations from Gate Entry to Exit
b) Encourage buyers for online bidding that increases transparency and thereby better Price Discovery.
c) Effectively promote and increase awareness for eNAM users
c) To publicize real time data for improved reporting on arrivals, prices and quality parameters as well as resolving information asymmetry
